22. Notwithstanding section 21, a person who meets the specific conditions of eligibility for a competition held on the basis of a candidate inventory shall, at a given time during the period set for determining eligibility, be declared eligible.
Eligibility shall be determined by studying the person’s application for entry on a candidate inventory and the required supporting documents.
A person who is eligible for a candidate inventory shall be responsible for updating his application form and the required supporting documents.
